Celtic Diary Tuesday November 15: Some Questions for The AGM

Tomorrow sees the Annual General Meeting of Celtic shareholders, and as I can’t get there, there are a few questions I’d like to ask anyone who is going to ask for me.

If thats okay.

It promises to be a stormy old meeting, because although the board will tell us how well things are going, how much we are going to get for Dembele and when donald Trump gets to draw the Paradise Windfall, there is some unfinished business from a year or two ago.

Resolution 12, first aired at the 2013 meeting, is going to rear its head. hopefully, it will snap at a few heads before it goes back to sleep for a bit.

With the media all of a sudden -alright, Keith Jackson-pushing the theme that Scottish football is dying and its all Stewart Regans fault, with the re emegence of the Sporting integrity article in a slightly diluted form, the petition to demand answers that is still going strong, the events that Resolution 12 want investigating are going to be very difficult for the board to avoid, and not only do they have to adress it, we will be watching how they address it.

The boards compalcency and attitude towards the fans has been criticised in the past. They have given an impression that we, the customer, will always turn up to buy their product, no matter how much they appear not to have the customers best interest at heart.

If you ignore the customer, you won’t have a business.

If you ignore the will of those empowered to support you then, as Hilary Clinton found out, you will be out on your arse wondering where you went so wrong so badly.

The board has no option but to adres the Resolution 12 issue. Its as simple as that.

No amount of top managers, top strikers and champions league nights can compensate for the fact that the club-our club-is playing in a rigged set up where misdemeanours go unpunished.

We play in a set up governed by those who have only their own interests at heart, and those interests mean that one club, due to its novel and refreshing financial policies will be favoured over all of the others.

We have a media that refuses to discuss the issues around Resolution 12, we have a governing body that refuses to discuss them, to the extent that the expected brotherly love beteen goat botherers may even have gone so far as to be the subject of a superinjunction to protect themselves.

We mentioned this in yesterdyas Diary, and no one has ridiculed us, no one has called us paranoid, and more imprtantly, no one has denied it.

The non denial adds fuel to the fire, because although no one can admit the presence of an interdict, to use the Scots Law term, theres nothing to stop them denying it, and so as far as i’m concerned, there is one until proved otherwise.

In fact, ask someone at the AGM if they can deny the existence of an interdict. Not if there is one, but of they can confirm there isn’t one.

Some other questions to ask…

Exactly why was the UEFA licence granted in 2011?

 Did the SFA interpret the rules as UEFA intended ?

Do the rules need to clarified if SFA interpretation valid but not what UEFA intended?

Has Regan been playing a game with Celtic and football supporters? 

Does he just not know the FAIR PLAY rules and their intent or did he but the rules were producing a result the SFA didn’t like ? 

The most important question though, is this …

In 2013, Celtic told the Res 12 guys that Resolution 12 was unnecessary. Is that still the clubs official viewpoint.

If so, why ?

If not, what do they propose to do about it ?

You see, the lads found the smoking gun, and the club now needs to take it forward.

Failure to do so will lead to a loss of confidence in the board.

If that happens, then a lot of people will decide enough is enough.

After all, you wouldn’t pay to see a boxing match if one guy had to tie one hand behind his back, would you ?

( Unless that guy is Stewart Regan )

The petition demanding Regan come to the fore and answer a few questions has slowed down a wee bit, now on 3272 signatories.

Those of you who can , please post it on other forums.

Those of you who can, post it on the forums of other clubs, this is whats needed to give it a kick start.

Mention it to everyone you see, and those of you on twitter give it another boost.

Get people talking about it, and lets call the SFA to account.

 

Now, we need to lighten up a bit. Been a bit serious over the last couple of days, but its a Diary, and it will reflect the mood of the hour, which is why we’ve went all Fidel Castro on you.

Its true though, Dembele scored another couple, one a sublime free kick, and it all adds up to a swift exit from Celtic Park. We had a peep inside the lads flat to see if we could gain any insigth as to his plans, has he settled, has he bought a dog, you know, the kind of things you’d expect from someone who is happy where he is.

Something to think about…had Dembele stayed in England, he wouldn’t have got the attention he is getting now, and its also worth remembering that Gary Hooper didn’t get the recognition down south he deserved.

He may think he’s better off where he is, and his phenomenal start to the season, at all levels, is testament to that. After all, he said he came here to make himself a better player, and if he holds to that, he’ll be around for a while yet.

Lawwell must answer the questions. Simple as that. It wouldn;t do the clubs image-or his own if he refused to do so, as people are already questioning his priorities,, and as a good Celtic man he needs to put that to bed.

Sadly, the Diary now has to report on that distasteful aspect of football, the english media, which is known to be intrusive even over the most trivial of matters, as opposed, of course, to the Scottish media, who despite being handed the story of the century, either fail to publish, like Dareen Cooney of the Record when gioven the LNS story, , or can’t be arsed turning up for a meeting to discuss it , like STV Grant Russell, who still hasn’t shown his list of questions that got him an almost identical reply to the questions the Resolution 12 guys were given from UEFA.

Or are shite at writing not like what I am, like Matt Lindsay, Chris Jack and the rest of them.

You know what, the only journalist or hack who has actually shown any interest, although he’s yet to do anything about it, in the SFA petition is Hugh Keevins.

Fair play to him. He hasn’t done anything, but he at least asked about what was in it.

After that, it was almost like someone pointed out there was an interdict or something.

May I suggest the reason Stewart Regan is getting thrown under the bus is purely to protect certain other people at Mount Florida, past and present.

Regan isn’t “one of them” so is expendable during these fraught times and the axe is glistening in that full moonlight it seems.

Either that or he told Dave King he would have to pay real money to hire Hampden, including Police costs, when Ibrox closes and that was enough for Kingster to demand his head.

John Stones a defender,was bought by Manchester City from Everton for £47.5 million pounds.
If Celtic decide to sell him for less than £50. million pounds then they under sell him.
Every time he scores particularily in the C.L. his value will only increase.

I like your optimism, but Stones is English and that puts a massive premium on a player, cause there are hee haw good ones. Look at Lallana and Toni Kroos for comparison – Lallana cost about £5M more than Kroos despite the fact that Kroos had just orchestrated Germany’s world cup win, was a Champions League winner and is two years younger. Lallana had something like 4 England caps in total at the time and had 2 seasons experience in the Premier League with Southampton.

Yes i take your point about English players being at a premium,however Stones is a defender and Moussa is a striker,that in itself comes at a premium,strikers always do,its the hardest position in any team.
Moussa is relatively inexperienced at present,but his showing against Man. City in the C.L and in under 21 games for France,means at his age his transfer should be at the figure i mentioned.
Fraser Foster sold to Southampton £12.5 mill.
his next transfer could be £30. mill.
Van Dyke also sold to Southampton £13.5 mill. and it has been quoted now at £30. mill.

If The Celtic Board fail to show through questions and answers at the AGM, then a crowd funding exercise MUST take place and ‘the questions’ will be raised at a court of Law.

This could be used a a trail run for when The EBT’s are declared illegal and the authorities just want “to move on”.

‘The Crux’ is here Bhoys and Ghirls and it time our board ‘realized’ that WE are not ‘them’ from the other side, we will not move on, while singing praise at how great the board are.

I have a £100 for contributing towards crowdfunding a judicial review, as to whether of not the CFC Board of Directors were diligent enough in getting the 2011 UEfA Champions League Position the was rightfully theirs and ‘done’ the shareholders, the company and the club out of the opportunity to compete for much needed money. In the supposedly paranoid mind of the average Celtic fan there has long been a deep rooted suspicion of the motives of Scottish Football Association.

This suspicion of the national association was born from incidents such as the infamous ‘Flag Flutter’ and a perceived bias against Celtic players in the selection of the Scotland squad.

By the early 1990s though most Celtic supporters were willing to accept that if such a bias existed it was in a by-gone age. But a remarkable series of clashes between SFA head Jim Farry and Celtic chief executive Fergus McCann would fan the flames of suspicion once more.

SFA chief Farry, a former landscape gardener, and McCann were certainly contrasting characters. Farry cherished the red taped bound world of football administration. He revelled in its complex committee structure and the seemingly endless lists of rules and regulations.

In contrast the straight talking McCann thought Scottish football was over-burdened by needless bureaucracy and contradictory legislation which, he believed, merely hindered progress. To the successful ‘go-getting’ entrepreneur the SFA appeared antiquated and self-serving. From the minute McCann walked through the Parkhead doors a showdown was inevitable.

The first clash would come in July 1994 with the appointment of Tommy Burns as Celtic manager. Burns and assistant Billy Stark had resigned from their managerial roles at Kilmarnock so they could complete the move to Paradise. In a rather undignified affair things were complicated further by the fact both had also been registered as players with the Rugby Park club.

Kilmarnock were furious with what they saw as Celtic’s underhand methods and the Scottish League and SFA were strongly sympathetic to the Ayrshire club. Celtic would be fined by the league £100,000 for the poaching of the duo and would also be ordered by the SFA to pay double that amount in compensation.

It was now McCann’s turn to be furious. He argued the scale of the fine – imposed by the league and supported by Farry and the SFA – was unprecedented and pointed out that when Rangers tapped up Dundee United’s Duncan Ferguson they were given a punishment of just £5,000.

Ultimately McCann had no option but to stump up the cash. While the fine certainly seemed excessive almost all outsiders sided with the league and the SFA. Many in football and the media had been appalled by McCann’s behaviour throughout the affair during which at no time did he show even the slightest regret for his blatant tapping of Burns. ( yes I Know not the slightest regret, unbelievable,given what sevco have shown don’t you think)

The redevelopment of Celtic Park would spark Round Two of Fergus v Farry. When McCann drew up the proposals for the stadium rebuild he was told by the SFA’s Stadium Committee that Celtic would have no choice but to play away from Parkhead for a season (1994-95). The advice was given on legitimate safety grounds but McCann was uneasy with the fact that the SFA could make such a decision given that they, along with Queens Park, would benefit financially from Celtic’s temporary move to Hampden.

McCann was further infuriated when he learnt that Celtic would not only have to pay an annual rent of £600,000 but that the landlords would also be the ones who would be raking in the cash from catering and programme sales etc. (Fuckin joke)

In a bid to make the National Stadium a little bit more homely the Bhoys had hoped to add a few temporary touches to the changing rooms and the ground which would give it a slightly more Celtic flavour for the Hoops ‘home’ games. They were refused. It was obvious to McCann and Celtic that while their money was very welcome their actual presence at Hampden was barely tolerated.

McCann would become a frequent and vocal opponent of the SFA’s proposals to redevelop Hampden. The multi-million pound revamp of the National Stadium was Farry’s pet project. Fergus was only too keen to let it be known that millions of pounds of public money would be wasted creating what he called “…the third best ground in Glasgow”.

The final battle between the two would be a long and bitter struggle. It started in February 1996 when Celtic – pushing for a league and cup double – attempted to bolster their squad with the signing of Sporting Lisbon striker Jorge Cadete. Transfers which involve a player moving from one country to another are frequently far from straightforward affairs, and this being the case Celtic kept the SFA fully updated with developments.

When, on February 26, a personal agreement was reached with the player Celtic forwarded all the required paperwork to the SFA. No concerns were raised by the SFA so when the international clearance certificate arrived on March 7th and was forwarded to the national body it was assumed the transfer would be processed as a matter of course.
However, the SFA now expressed concern about the compensation arrangements between Celtic and Sporting, and Farry claimed that until these were resolved he regarded the international clearance certificate as invalid. The SFA then informed Celtic that because Cadete had also entered into a separate financial arrangement with Sporting regarding his pay-off, the original player agreement was unsatisfactory. They subsequently asked Celtic to make a number of specific changes.

These were done but when the club submitted a revised agreement it was returned by the SFA who were now unhappy with various other points of the deal that they had previously had no issue with. Meanwhile a fax from FIFA to the SFA stated that having looked at the details of the deal they had no concerns and the international clearance certificate should be regarded as valid from March 7th.

An SFA management meeting accepted this but amazingly, Celtic were ordered once more to make changes to their personal agreement with the player as the SFA yet again voiced concerns about elements of the contract they had previously had no worries about. On March 30th Celtic, were once more forced to make further changes to the agreement – but at last the transfer was registered and cleared.

However, the SFA refused to backdate their ratification of the transfer, meaning Cadete missed the 2-1 Scottish Cup defeat to Rangers.

When the striker was finally able to take to the field he would score 5 goals in 6 games. It was however not enough to maintain Celtic’s challenge for silverware and with Rangers securing an eighth successive league title angry Hoops fans were left wondering what might have been if Cadete’s registration had not been delayed.

During the period of the delay Celtic had played and drawn two league games – 1-1 at Rangers and 0-0 at Motherwell.

McCann was raging at the seemingly needless delay and stalling in the processing of the transfer. Farry was held personally responsible by McCann and the Celtic chief was not prepared to let the matter rest – even if it meant carrying on the fight after his tenure at Parkhead was over. Unlike many Hoops fans, McCann let it be known that he didn’t perceive the delay in Cadete’s registration as being the result of any specific anti-Celtic bias. Rather he stated it was a simple but intolerable example of ineptidude at the very highest level.

Two internal SFA investigations cleared Farry of any wrong-doing but McCann was not to be placated so easily. Some three years after the affair, and after McCann had departed Celtic, the Canadian based businessman finally got the independent inquiry he was after. The media had again lambasted McCann for what they believed was a paranoia-fuelled witchhunt. But after just one day of the independent inquiry they would be eating their words.

Under cross-examinantion from Celtic’s legal representative Farry was dismantled. Even when presented with over-whelming evidence to the contrary the SFA chief stuck to his guns and insisted that everything about the deal was completed as per the established protocol. But with every word uttered he merely dug himself into a deeper hole and by the end of the day his reputation and career was in tatters. The SFA conceded the case put forward by Celtic and acted with an ironic alacrity by immediately suspending Farry.

Farry would be sacked for gross misconduct. He may have been the SFA’s fall guy but put simply he had picked one fight too many with McCann and paid with his job. His exit was certainly greeted with delight by the Celtic support. But it was in truth scant consolation compared to the league title the club may have won.

They detest us, we should not forget that,after the semi final last season,showed their true colours. We must act. No more time left,your time is now Peter.

Rangers are died, but the zombies are in denial. Wha does shock is the complacency of the Board.
Resolution 12 will be brought up at the shareholders meeting, but I believe we will get the usual platitudes.
The problem is that for over a hundred years they cheated, although it was called bending the rules, even Jock Stein told his players that they were playing against 12.
The Scottish trash are now calling for the head of Regan, to further their own bias, in the hope that it will benefit the tribute act.

RESOLUTION 12 goes back to the Celtic AGM tomorrow after the Res12 boys have concluded their side of the bargain by investigating the events surrounding the SFA’s decision to grant Rangers a licence to participate in European football back in 2011.

This has been an eventful and difficult journey for the guys and they should be applauded for their efforts and for their achievements in shining a light on the way that the SFA operates, particularly in relation to one club – or you can make that two clubs as the Res 12 boys established in their correspondence with UEFA.

The forces that gathered to oppose and frustrate them were considerable, even unprecedented. A dark arts online PR specialist was engaged to attack and discredit Res12. Newspapers, desperately in need of revenue, were prepared to reject advertising copy they initially touted for (despite never seeing the copy) – the word and the number Resolution 12 seemed to be feared.

Sinister things continued to happen. Favours were called in even at the liberal minded, London based Guardian who took £5000 of crowd funded cash from Celtic Quick News and then they too took cold feet.

The influence did not extend to Switzerland where the Tribune de Geneve were brave enough to run the advertising copy on the day of the SFA AGM and Regan was forced to talk.

Lies were spread about CQN, and some on here were even stupid enough to be fooled. The dark arts specialist would no doubt show these comments to their paymasters – whoever they were – as proof that it was having an effect.

Private home details were released, photographs found of those involved were published and a hate list was produced with the names and circulated widely on various dark side sites. Allegations that the Res 12 guys had to go to the Police to report CQN as the funds recovered from the Guardian could not be accounted for. All compete and utter nonsense.

Lies, lies,lies.

IMG_1750Blogs were written – without even the attempt at providing any facts – claiming distorted figures re sums raised, price of advertising etc – but what was clear was that they were monitoring CQN very carefully for information to be bent and distorted to their own ends.

They even came up with the daftest lie of all – that we somehow supplied the Swiss paper with this ad in English by mistake. It was a great daft lie actually, one that the gullible bears could relate to and they could make Res12/CQN look stupid.

We maybe looked a little less stupid on the morning Private Eye picked up on the story.

From all of this you can take one thing as gospel – there are people out there who are very, very afraid of Resolution 12.

Those who regard exposing the Same Club Myth as being essential could be forgiven for being a little frustrated when UEFA wrote to the Res 12 lawyer in June and cleared up once and for all that UEFA regard the Rangers that exist today as being a different club/company from the one that was allowed to play in European competitions in 2011.

Professionally the guys kept to their remit, considered the UEFA response and composed their reply. In the meantime this letter terrified some other people. A journalist at STV was used to leak the response – crucially minus the new club/company aspect – and was encouraged to conclude that Res 12 had reached a dead end.

More dark arts.

Journalists at the BBC were offered exclusive sight of the letter that would be the biggest story in Scottish football since Rangers died. The fact that the story WAS that Rangers had died shows how distorted Scottish football has become.

Then, rather unhelpfully, part of this letter was leaked on Twitter and this allowed journalists to justify their stance in ignoring REs 12 and the letter from UEFA. The enemies of Res12 then claimed that this letter was a fake. If you ever come across a Rangers supporter who has heard of this letter they will tell you it is a fake and they will believe that to be the case.

While the guys will say that Resolution 12 was never about Rangers and was certainly nothing to do with the same club/new club issue, there was a tremendous opportunity to kill that myth once and for all and perhaps a domino effect could have followed?

What should not be forgotten is that none of this would have been possible without CQN’ers putting their hands in their pockets to contribute towards newspaper advertisements and the legal fees incurred by the boys. And thousands of children will eat for a year courtesy of the £7930 that was left over and given to Mary’s Meals.

Celtic will now make their long awaited statement tomorrow. The light has just got stronger.

Signatories were sent an Account of Activity that set out correspondence on their behalf by the requistitioners to Res12. A link to it has already been posted on CQN for those who were not on the list but have an interest.

NOTE – during the initial meeting, prior to the AGM at which agreement with the PLC was reached to adjourn the resolution, we were advised by Celtic PLC CEO Mr Peter Lawwell that if we provide a “silver bullet” he would fire it. We consider the following to be an arsenal from which Mr Peter Lawwell can select from numerous “silver bullets”.

Activity Timeline. Please read the document and the correspondence available from the first link above which provides a detailed account of our communications on your behalf, with both the SFA and UEFA from April 2015 to date It will be a long read if you check every link but what will matter most to you is the following conclusions.

Our conclusions.

1. Application for a licence is required before 31st March and on that date in RFC’s published accounts they state they had a “potential” tax liability and “discussions are continuing with HMRC to establish a resolution to the assessments raised.” Neither was the case.

2. By April first 2011, a newspaper interview with Alistair Johnson RFC Chairman confirmed, this “potential” tax liability as a bill that must be paid, citing a previous precedent set in a test case won by HMRC.

3. Existing documentation confirms a £2.8 Million tax liability, relating to side letters going back to season 1999/2000.

4. That tax liability was accepted by RFC and the subject of correspondence with the HMRC as early as February 2011.

5. The UEFA licence was not granted on 31st March 2011 as stated by SFA CEO Stuart Regan. UEFA confirmed to us this happened on April 19th 2011 by which time the £2.8 Million liability was a matter of Public Knowledge.

6. Stuart Regan, by way of a written letter in December 2011, informed the Celtic CEO that after the Licence was granted on 31st March, all discrepancies and matters of noncompliance were the sole responsibility of the UEFA (CFCB) monitoring team. It now transpires that Mr Regan in writing to the Celtic CEO:

6.1 Provided Mr Lawwell with the wrong date regarding the grant of the licence.

6.2 Failed to mention; the licence had been granted on 19th April.

6.3 Failed to mention; the grant of the licence had been intimated to UEFA on 26th May.

6.4 Failed to mention; the SFA were responsible to report all licence breaches and other matters to UEFA before the end of season 2011/12.

6.5 Failed to mention; during the season of 2011/12 the SFA determined RFC NO LONGER complied with the terms of the licence granted, offering no explanation or update as to when or on what grounds RFC eventually failed to comply.

7. All items outlined in point 6 above are confirmed to have taken place by the Head of Club Licensing at UEFA and Celtic PLC have all the correspondence.

8. Correspondence between HMRC and RFC dated 20th May 2011 exists in which HMRC provide a determination of the £2.8 Million tax bill, detailing player ebts with side letters dating back to August 2000, calculations of tax overdue and resultant penalties , the requirement for formal recovery procedures be implemented due to non-cooperation. It identifies that RFC used an irregular (DOS) EBT scheme starting in September 1999 introducing side letters in August 2000, a period excluded from the LNS Commission by the then SPL

9. The 20th May 2011 letter was received by RFC before the grant of licence for season 2011/12 was confirmed by the SFA to UEFA (26th May 2011). RFC were responsible to report the letter to the SFA immediately. In turn the SFA were responsible to report the letter to UEFA and revaluate the license grant in the event that subsequent further evidence invalidates the initial granting, prior to reporting to UEFA

10. Celtic PLC, understandably are averse to peddling or dealing in correspondence between HMRC and other SFA member clubs. Accordingly we engaged an independent firm of international solicitors seeking clarification from the SFA and UEFA (at the invitation of the SFA), on their knowledge of the existence and the status of this letter, and its effect on their licensing process. For the avoidance of doubt the letter of 20th May was only one of a series of communications between all the parties and that series started before March 2011 and ended long after 20th May 2011.

11. While neither have denied knowledge of the 20th May 2011 letter. Both SFA and UEFA refuse to answer our questions about, when or if the letter was brought to their attention. How it was brought to their attention. What action was taken on confirmation of an overdue and unpaid tax liability being pursued by HMRC, prior to both the RFC UEFA competition participation under the licence granted by the SFA on 19th April, and reporting license approval to UEFA on 26th May 2011

12.. Evidently from the above, the statements made by the CEO of the SFA to the CEO of Celtic PLC regarding the licence approval/grant and subsequent monitoring procedures are inaccurate and misleading because:

12.a. UEFA cannot begin to monitor a licence until they know it is approved, in this case the licence approval decision was not confirmed to UEFA until 26th May. Thus Stuart Regan is patently incorrect when stating in writing and in public broadcasts that the SFA had no role to play in any licensing matters after 31st March.

12.b. Regan’ statement above is contradicted by UEFA, clearly identifying that during season 2011/12 the SFA determined RFC “no longer” complied with UEFA licensing provisions. They stipulate this was an SFA determination, without clarification on when or why “no longer” was applied. This asks serious questions about what Regan told Celtic.

12.c. The SFA compliance officer intimated without categorically stating or confirming when, that they were unaware of the HMRC May 20th letter, after we provided a copy in 2014, but appear to be saying they had the information contained in later correspondence. Shareholders believe that on receipt of our copy the SFA should have contacted UEFA without further activity from us. Shareholders were concerned at the outset that this letter and others concerned had been withheld from the SFA altogether, apparently this MAY not be the case. Significantly in LNS terms if the SFA did indeed have the 20th May letter in 2011 why was it not passed to their then SPL colleagues along the corridor in 2012 when LNS was being commissioned?

13. Both the SFA and UEFA are clear that they will only answer questions posed directly by a member club namely Celtic PLC or any other club.

14. To our knowledge no member club has or plans to ask any such direct questions – partly on the basis of not wanting to deal in the private correspondence of other clubs setting a dangerous footballing precedent AND partly because they wish to appear to rely on the integrity and self-certifying nature of the football regulations and procedures.

15. While we respect and fully understand, the reasons given by Celtic PLC in relation to this stance we cannot agree for the following reasons:

15.1. There are clear contradictions between the explanations given by the SFA and UEFA as to what took place which require investigation.

15.2. Both HMRC and the Lord Advocate’s office have alleged fraudulent activity in relation to the tax bill concerned, this alone justifies further enquiry into the events of the season 2011/12 UEFA footballing licence approval and administration.

15.3. Whilst appreciating the need to be circumspect regarding the sources of documentation and correspondence, the fact remains that the licensing process that Celtic and other clubs seek to protect and abide by, gives both the SFA and UEFA full powers to recover all documents from member clubs, official bodies including tax authorities, and all necessary third parties. This is what Resolution 12 sought, requesting that UEFA commission an independent enquiry with such full powers of recovery. Such a report strengthens the licensing system rather than weakens it. Seeking clarification in these circumstances does not in any way harm Celtic PLC, on the contrary, it displays their determination to protect the integrity of the game (benefitting all clubs) and the interests of all the shareholders.

15.4 Celtic PLC is responsible to all its shareholders to ensure that it trades within a sporting framework that is properly administered allowing the club to trade on an even footing with all other companies or organisations within the same trade associations. It is clear from all the above that in this instance, when the Celtic PLC CEO properly sought explanations from office bearers of those trade associations he was given less than candid explanations and may well have been completely misled.

15.5 The latest response from UEFA does not suggest that there are no questions to be asked and answered in this case, especially considering the stance taken by UEFA itself in the case of FC Giannina [License refused on investigation due to tax overdue payable and private agreement (side letter?) grounds)] in circumstances bearing a remarkable similarity to the circumstances at play here. What the response does say is that these questions CAN only be asked and WILL only be answered by way of a formal enquiry from a member club.

16. In the circumstances, we, as representatives of the signatories of Resolution 12 have taken this matter as far as we can, clearly the only way that further enquiry and answers can be made will be if UEFA receive a formal request from a member club.

17 The Timeline of correspondence and this document is being circulated privately by e mail to those who either signed Resolution 12 and/or the later mandate to provide names to the SFA whose e mail addresses we hold, with advance apologies to those who should be contacted but we cannot in the absence of the ability to e mail.

18. A copy of our narrative and the supporting timeline has been copied to Celtic to consider their position prior to the AGM on 16th November 2016 when we believe the PLC should now make a statement with regard to their position on the necessity of Resolution 12. We have run the course on your behalf with regards to UEFA and in doing so we think we have made a case for an investigation into the SFA’s approval of the 2011 UEFA Licence granted to Rangers FC which is now up to Celtic to pursue. Ralphy the questions that you wish answered are contained as you are probably aware in Auldheeds CQN expose,interesting read.
I hope someday that they are able to write a book about it,have it published and print about the day that the corruption and malfeasance in Scottish Fitba.was exposed.
